On April 28th, 2012, our community experienced a widespread hailstorm, with large hail the size of golf balls to baseballs. Hail and winds damaged roofs are the responsibility of the homeowner to repair. The First Amendment to the Windsor Park Declaration of Covenants, Article II, Section 7 and Article IX, Section 19, state that weather damage is the homeowner’s responsibility and that the homeowner is responsible for maintaining insurance coverage, at their own expense, for such a casualty loss. At that time, the board notified homeowners that they need to contact a roofer and/or their insurance company, to replace their roof. Last year we had the roofs inspected. This inspection indicated that we had roofs that needed repair, now or in the near future. Some of these roofs were ones with hail damage that had never been repaired. These homeowners (current or previous) did not follow through with their insurance companies or the insurance companies decided that the whole roof did not need replacement. The board has again sent letters to those homeowners where the inspection indicated the roof sustained weather damage. There are cases, however, where the roof’s condition is beyond weather damage recognition, and the roof’s replacement must be addressed soon. For the homeowner’s association to pay for the roofs, we will need to increase our monthly assessment. The 2020 reserve study took the logical assumption that all the roofs were replaced in 2012, hence roof replacement should start in the year 2035, which would have given us more time to prepare financially for this expenditure. The board has heard differing, passionate opinions from some homeowners on how to pay for those roofs and we want to hear from everyone. Please read carefully both options listed on the next page and vote for your selection. A special meeting will be held at which time a final vote on this issue will be conducted. Switch the responsibility of replacing the roofs to the homeowners, with the association continuing to provide the roof maintenance. This has been done in many communities like ours. This could be a significant increase and might feel too costly to some homeowners. who will move out, and it will become less attractive for potential buyers.
